You can walk from downtown KCK to downtown KCMO...to the river market or up 12th St into Quality Hill, the convention/hotel district, and the CBD. That trail and new pedestrial/bycyclist bridge makes it a lot easier. As for the answer to your question "WHY?", it's suppose to be a bicycle trail. Ever think of that?
